Tuesday, October 13, 2026, 10:30 a.m. (Denver time), City & County Building, room 391
The Finance and Business Committee, chaired by Chris Hinds, met to consider one action item, 26-1497: an amendment to the citywide security services agreement managed by General Services. General Services requested a 9-month time extension (through September 30, 2027) and an $11 million capacity increase (from $71.2 million to $82.2 million) to cover continuity of service while a new RFP is completed, with the new contracts targeted to start October 1, 2027. Staff presented details on the SEIU Local 105 collective bargaining agreement transparency, enhanced FBI CJIS-compliant background screening, training requirements, agency spending history, worker benefits, and a six-month transition process. Council members offered gratitude for improved union coordination and asked clarifying questions on health benefits, subcontractor pay, and the transition timeline. The item was moved and seconded and advanced to the full council, along with one consent item.

1:48 Good morning. I'm Matt Mahan
1:49 on this your contract
1:49 administrator overseeing this
1:52 amendment for general You felt
1:53 well, thank you all for the
1:54 briefings conducted. I know
1:55 that we still have time when
1:58 the 2 remaining. We do
1:59 appreciate your time and walk
2:05 up to briefings. We also sits
2:06 right before the weekend.
2:07 Summary of all the questions
2:08 are in his briefings.
2:10 Responses have been provided
2:14 to those as round out the
2:15 remaining briefings that we
2:16 have, we will send that
2:18 everybody is not memo for that
2:18 summit is all information that
2:19 you could ever want. But if
2:22 there's more that que chyron
2:23 need, we will provide really
2:26 excited to be bringing this
2:27 amendment And as we've got a
2:31 lot working right now on
2:32 security, with this amendment
2:34 and then in our future, p so I
2:36 will kick it over to Camille.
2:36 A team to begin the
2:39 presentation. All right. Thank
2:41 you so much for having us. And
2:42 thank you for the briefings
2:44 that we did have with folks
2:48 that really helped us kind of
2:49 Kraft the deck that you're
2:53 going to see today to make
2:56 sure that we address all of
2:56 questions that you brought and
2:58 there's a lot of information
3:00 here. So we are happy to meet
3:03 with council members to follow
3:04 up on anything specific for
3:05 anything that was unclear. But
3:07 we'll go ahead and jump into
3:10 it. So this is the city was
3:11 security Services agreement.
3:12 So not only general services
3:16 but across the city, all the
3:16 that use the secure a toss
3:21 agreement. So brief agenda.
3:24 We're going to talk about the
3:24 amendment requests. We're also
3:27 going to dive in and talk
3:29 about kind of what we've been
3:31 on the new solicitation
3:33 because that's one of the
3:33 drivers for the amendment
3:34 requests that we have today.
3:35 So we're going to talk about
3:35 some of the strategic
3:37 enhancements that we've Maine.
3:39 Also, we're going to spend
3:40 some time talking about
3:43 because I how we spent those
3:44 contract dollars and of
3:46 importance to this So then
3:48 we're going to go and just
3:52 give you a a general overview
3:54 the citywide security services
3:55 what what it entails. And
3:55 agreement. What we provide,
3:59 thank you for you. At a time
4:01 line not only for the
4:03 amendment, but also for the
4:05 rfp and then close out with
4:11 what our Request the amendment
4:14 request before you today is to
4:17 an extension of time and
4:19 capacity. So the current
4:22 secure tossed We begin that on
4:25 JANUARY one of 2022. That is
4:28 set to expire DECEMBER 31 of
4:29 2026. So we're coming before
4:31 this committee today to ask
4:33 for an extension of 9 months
4:34 to that agreement, which would
4:40 put us be on the 5 year, a
4:41 contract term but will go into
4:43 some of the details of why
4:44 we're asking for that
4:49 extension of time. And then
4:51 also are asking for and extend
4:53 capacity increase of
4:54 11 million dollars. And that
4:55 is specifically to cover the
4:58 expenses for that additional 9
5:01 months. So to drivers and 2
5:05 main drivers that we have 4
5:07 for requesting time an
5:07 incapacity increases. One is
5:12 that we were very intentional
5:18 about making sure that we
5:20 allowed full transparency to
5:22 potential bidders on the new
5:25 rsp about the collective
5:26 bargaining agreement between
5:31 security the seiu, local 105.
5:33 We have a member from seiu in
5:35 the audience today. So if you
5:37 have any questions of her,
5:40 feel free to ask So really it
5:42 is to allow for transparency
5:45 on that cba, not only the
5:45 race, but also the terms that
5:49 are included and then
5:51 negotiate ncba. That cba goes
5:52 through DECEMBER. 31 of 2028.
5:53 So we thought it was very
5:56 important for bettors to
5:57 understand what that said.
5:59 Effects covered workers that
6:03 work in the city. Also second
6:05 to that, the additional time
6:07 would just provide us with
6:09 continuity of service for
6:10 this. This is the largest
6:13 agreement that General
6:14 Services manages and so
6:19 improvise, continuity of
6:22 service. While we get through
6:22 rather comprehensive rfp, they
6:22 are to the right. You see some
6:23 additional amendment changes
6:30 we made as well. One, as I
6:33 mentioned, aligning covered
6:36 rates the cba and the So we
6:36 don't have enough that
6:41 inequity between the 2 and
6:43 then also increase of the
6:45 vehicle rain. So the monthly
6:49 vehicle rate has been the same
6:52 starting in 2022. Till now and
6:53 secures requested $200
6:54 increase because of all of the
6:57 increases as we know she will
6:58 insurance all of those other
7:03 items. So from 1400 to 1600,
7:06 has a very minimal impact to
7:07 us from the city perspectives.
7:09 That because we only use about
7:10 3 vehicles from secure toss
7:16 currently and then an
7:17 improvement the that we've
7:19 made and that we want to
7:21 capture within the amendment
7:23 is the new background
7:25 screening process. So
7:27 previously we did background
7:30 screening on annual basis
7:32 security guards. And so what
7:35 we are doing prior to
7:38 deployment we are doing at the
7:43 eye nci screening. I'm like I
7:46 said prior to deployment to
7:48 any city site then we are
7:49 doing monthly cbi checks and
7:50 this is all going through
7:54 secure toss. They are managing
7:55 those costs of those expenses
7:59 as well as the administrative
7:59 process. For that, that is
8:00 those 4 secure toss in any of
8:02 the subs that work under them.
8:04 I just want dive into that
8:07 just little bit longer because
8:09 that we did get some questions
8:10 during briefings about you
8:13 know why this elevated type of
8:15 background screening. And this
8:17 really is to align with the
8:19 the fbi's criminal me get this
8:22 right. Criminal justice
8:24 information services, security
8:26 policy. We call that see just
8:27 you're probably familiar with.
8:31 See, but this e just security
8:33 policy, basically states that
8:34 anyone that is going score did
8:37 into areas where there is
8:42 potentially so criminal
8:44 justice information that are
8:46 certified to do that they have
8:49 gone for this background So,
8:50 you know, anywhere that
8:51 there's going to be
8:52 information, whether it's
8:53 toward maintained not handled
8:56 in that area, that they should
8:58 be compliant. Otherwise, those
9:00 individuals have to be
9:01 escorted. And as we know,
9:04 security guards can move from
9:05 different post and so was
9:06 important from a city
9:08 perspective that our guards
9:10 are fully covered because that
9:14 that could definitely impact
9:14 courts. The district attorney
9:18 or city attorney's office,
9:19 their ability to access vital
9:21 systems in order to do their
9:22 work. If they were to lose
9:26 their ability to access those
9:27 systems and not have certified
9:38 see just Let's So we put
9:39 together a couple of goals,
9:40 things that we really wanted
9:44 to do with the next
9:45 solicitation. And as I was
9:46 talking about, was really
9:49 important for us to build time
9:52 into the process for the new r
9:55 p to ensure that we we were
9:59 meeting goals. And so the
10:02 first here on this slide is to
10:06 create greater operational
10:08 alignment, coordination
10:10 improve relationships and so
10:12 first and foremost, we want
10:13 City Council and committee
10:15 members to understand that we
10:17 have heard you over the years.
10:18 We've had many, many
10:21 conversations over the years,
10:22 those individually at
10:27 briefings as well then go
10:29 before now fund in our
10:33 committee meetings city
10:34 council about improvements
10:35 that you wanted to see what
10:36 the next rfp. And so we have
10:40 listened and we've taken into
10:42 consideration. And have made
10:44 many adjustments.
10:46 Accountability is one of the
10:47 biggest ones. Transparency
10:51 metrics. Te'o isn't driven
10:53 decisions where security is
10:54 concerned. And so we're very
10:56 happy to report that we are
11:00 well on our way to to
11:03 realizing that second equally
11:03 is that we have spent a great
11:06 deal of time. I think
11:07 considering are a relationship
11:11 with the union with a cia, you
11:12 local really trying to
11:16 understand worker perspective
11:19 as well you know, having at
11:23 least a touch point you know,
11:23 dialogue. We are meeting on a
11:26 quarterly basis. Next meeting
11:28 is NOVEMBER. And and just
11:29 ensuring that, again, we're
11:33 aligned with the cba looking
11:35 at future opportunities where
11:39 we can bring them into the
11:42 conversation earlier to ensure
11:42 that some of these contracts
11:44 that the union, I have some
11:45 interest in that that we're
11:46 connecting with them sooner.
11:50 So we learned a lot from the
11:51 janitorial agreements that
11:53 went through similar problem
11:55 process earlier this year. And
11:57 so we are looking have the
12:01 union part of is so they can
12:03 so they can connect with
12:04 potential betters and just
12:05 conversations with them as
12:05 start having some early
12:11 well. Then city agencies we
12:13 spent a great deal of time
12:17 working with city agency
12:18 partners to develop agency's
12:19 specific scopes of I mean,
12:21 that's been very helpful. We
12:24 don't all operate in a
12:25 municipal building like
12:27 General Services. We do have
12:30 Denver human Services is where
12:31 as well as arts and news. We
12:33 all operate a little bit
12:34 differently. And so it's been
12:37 very helpful to explore that
12:39 process. And to understand our
12:42 different means between those
12:45 building we've also worked
12:48 with come up with more and
12:51 they metrics driven
12:51 performance evaluation. We
12:52 call it the quarterly
12:55 scorecard right now that we
12:56 undergo with secure a toss.
12:57 But we're looking at improving
13:00 that whenever we go out to bid
13:04 to make sure that that is not
13:06 subjective more metrics Trevon
13:08 and that way. You know, we can
13:10 really ensure that we're
13:10 getting the performance from
13:13 from this agreement that the
13:17 city and is is requiring and
13:19 is expecting. Then we go down
13:21 to security community we were
13:23 very happy to host a concert.
13:26 Jen, back in JANUARY with
13:29 small, medium and large
13:31 security providers. And we got
13:35 some really excellent input
13:36 from them about those
13:37 challenges and opportunities I
13:40 think in the industry, it
13:43 really opened up a great deal
13:44 conversation. The vendors were
13:46 very happy to hear about that.
13:47 Noes. Also way to connect with
13:48 vendors that we haven't really
13:49 had a conversation with
13:51 before. And I was happy to say
13:54 that the union join us for
13:55 that conversation and provided
13:56 their input as well. So that
14:00 was an incredibly helpful. And
14:05 then also we have thing
14:07 getting some consultants and
14:10 put you best practices in the
14:11 industry. What are the things
14:15 that we can do strengthen our
14:18 security posture? But also to
14:20 look for better accountability
14:21 from this agreement. So that's
14:24 been a excellent. Excellent
14:27 thing to have at our disposal.
14:33 And then finally, the Denver
14:33 Security Office and I
14:34 apologize the dso no one
14:37 problem. Billet listening in
14:38 today. We'll we'll know what
14:40 the But that's the Denver
14:41 Security office. And we did go
14:44 through a reorganization and
14:48 where better aligning the work
14:50 that we do with assorted our
14:52 knowledge and expertise within
14:54 general services. And so this
14:59 is given us a renewed focus on
15:00 our policies, our procedures,
15:02 and then also not for general
15:04 services, but also how we
15:05 share of that information with
15:07 our other security partners,
15:08 our other agencies that have
15:10 their own security teams
15:11 trying to build in more
15:12 consistency across the city
15:15 and how we conduct business.
15:17 That was a lot of information
15:18 that isn't necessarily on the
15:19 slide. But there's a great
15:22 deal of information within the
15:23 appendix. So I would just
15:24 encourage anyone watching or
15:27 listening as well yourselves
15:29 to look at slide 17. There's
15:29 more detail about this led to
15:35 swell. And then the second
15:38 goal was to really modernize
15:40 the solicitation. We had had
15:42 the same scope of work, I
15:44 think for many years And it
15:47 was a bit patch together. We
15:47 got some information from Dan
15:50 over the years and we had old
15:50 information that we had to use
15:51 for the scope of work. And so
15:53 this is really for our
15:55 opportunity to not just kind
15:56 of band-aid something
15:57 together, but really to
16:00 rewrite the scope and think
16:01 about how we operate and how
16:03 we do business now and how we
16:04 can do business better going
16:07 forward. And so this is not
