Summary

The Transportation and Infrastructure Committee heard two action items. First, staff and Veo representatives gave an update on the scooter/bike-share contract, covering access program pre-enrollment (over 1,350 individuals), a W-2 workforce of over 100 hired so far, sidewalk-riding detection technology, mandatory parking corrals, pickup/remedy timelines, accessible vehicles, and transition plans from the current Lime and Bird operators, with deployment planned for May 1 and current licenses expiring May 16. Council members questioned whether the contract truly guarantees an all-W-2 workforce, citing the 1099/W-2 distinction. Second, staff from the interagency division presented amendments to existing on-call professional services and construction contracts for vertical city facilities (libraries, fire stations, rec centers), requesting a two-year time extension plus varied capacity increases; council members raised concerns about MBE/WBE goal tracking, why contracts were being extended rather than re-bid, and the timing of quarterly reports. Both items proceeded with votes called by the chair.

0:30 Going to get near all right.

0:31 Good afternoon. It's good to

0:34 see everyone. Welcome to the

0:36 transportation Infrastructure

0:37 Committee. Many mission to

0:38 lose sight committee and I am

0:40 in District 8. We'll start

0:40 with the route of

0:41 introductions. Can which the

0:53 believe is a key district.

0:58 America's 10 biggest effect.

1:00 Thank you. And we might folks

1:01 joining virtually. And once

1:04 they do, I will and not

1:04 council members. So we do have

1:08 to action items. The second

1:09 are the first you MAY be

1:10 familiar with and this in

1:13 committee have few times it's

1:15 the scooter bike share

1:18 contract would so all can give

1:21 the introductions and thank

1:22 you Council Chair Louis. So my

1:23 name is a limit order obvious

1:26 legislative affairs manager.

1:26 And I'll let my team introduce

1:28 themselves before we dive

1:29 right sure. Nick Williams,

1:32 deputy manager body. Bagley

1:36 planning supervisor Alex

1:36 Keating, vice PRESIDENT Policy

1:39 partnerships with All right.

1:41 This MAY be the quickest

1:42 presentation of this committee

1:43 and I hope prefer it that way,

1:44 but certainly want to dive

1:45 straight into questions that

1:48 you MAY still have. Before we

1:49 do. We're just going to

1:50 provide a quick update on some

1:54 sites have already seen.

1:55 Reminder, we're actively doing

1:56 pre enrollment into the access

1:57 program as of this morning

2:01 over 13 in 1350 individuals

2:04 are enrolled for a pre access.

2:05 They can get Korea world today

2:08 at right dot com backslash

2:09 timber and they can screen

2:10 shot their current access

2:12 program enrollees with lime or

2:14 bird. They can screen shot

2:15 their enrollment and use that

2:16 to get started with their

2:17 enrollment with Vo and their

2:22 access program. If on day one,

2:24 you walk out and is in the

2:25 streets in you not enrolled

2:25 yet. We have what we're

2:27 calling instant access where

2:29 you can self-certify that you

2:31 are eligible for our access

2:32 program and you can start

2:35 writing free of charge on day

2:36 one. We're also in the process

2:39 of building out an access

2:40 program, coalition group.

2:41 We've got a letter of

2:43 signatories that Al Alex to

2:47 discuss. And then just real

2:48 quick job hiring. We are

2:49 actively hiring and continue

2:49 to hire the w 2 labor force

2:51 that's going to support this

2:53 program. So right now there

2:56 are over 100 individuals are

2:56 already hired. Many of them

2:59 already working out of ios

3:01 warehouse. They had over 200

3:04 interviews, also scheduled

3:05 last week that they're

3:05 actively making offers on so

3:09 that they are ready to. Deploy

3:09 on day one when this contract

3:13 signed. Also, just a quick

3:15 reminder and the last

3:16 presentation we gave you an

3:17 entire calendar of the next

3:19 few months of community events

3:20 from big vans to small events.

3:22 District spent past Pacific

3:25 events, citywide events, any

3:26 opportunity where we can get

3:28 in front of your constituents

3:29 and program users to let them

3:31 know this program and how to

3:32 get enrolled and start

3:37 writing. Last slide is just a

3:38 quick transitions slide that

3:39 with your approval today that

3:40 puts us on track for full

3:42 council approval on APRIL

3:44 27th. The deployment was

3:46 planned for MAY first. So

3:47 again, upon signature of this

3:48 contract will be getting out

3:50 in the field as quickly as

3:52 possible. And there are

3:54 current operator licenses

3:55 expire on MAY 16th. So we

3:57 still want to be able to

3:58 maximize that to be a

4:00 transition overlap between

4:02 vendors with just one thing.

4:03 If we can go back to the

4:04 instant Access 1, 1, thing I

4:07 want really accentuate, think

4:08 folks have told us maybe

4:09 haven't been explaining as

4:12 clearly as we could have every

4:13 single person that walks out

4:15 and scans, whether it's me,

4:16 whether it's a Prius access

4:17 writer made the joke, whether

4:18 it's Elon Musk, will that be

4:20 asked? Are you an access

4:24 speak for anyone mahsa, but

4:24 writer? I will say no. I can't

4:25 even if you want Musk didn't

4:26 say yes, I'm an access writer.

4:29 He would receive that access.

4:30 And that really is so every

4:33 single person to try to

4:35 absolutely minimize the chance

4:37 of anyone slipping through the

4:38 Anyone who walks out there

4:40 will be asked if they say yes,

4:42 access benefits. We do then

4:42 they instantly have their

4:43 expect them over a period of

4:45 time to follow up with the

4:47 actual documentation. But it's

4:48 really our hope and

4:49 expectation that will minimize

4:50 anyone slipping through the

4:52 cracks on that access program.

4:54 Thank you. Thanks for

4:57 reiterating. So last side,

4:57 what we're going to bring to

5:01 Denver with this contract is.

5:04 Cheaper prices for for all

5:05 riders, more ways to write

5:08 more adaptable and accessible

5:11 fleet, flexible equity

5:12 program. With the 60 Minutes

5:12 of free red time, every day

5:15 for access users. And that

5:16 increased accountability

5:19 through w 2 workforce. And so

5:22 what that will request your

5:23 approval of 26 Dash, 3, 2, 6

5:23 and answer remaining

5:28 questions. You MAY have One

5:31 person. But I did you can make

5:34 you we have a I want to

5:36 welcome counts approached him.

5:38 Eric Campbell, and we have in

5:39 this order actually

5:40 COUNCILWOMAN Of Idris

5:43 COUNCILMAN Himes, and council

5:43 in Flint. Get in the because

5:47 we've had this in front of on

5:48 multiple occasions, if we can

5:51 keep it to 2 questions. Go

5:54 ahead. Councilmember, we just

5:57 thank Yes, and we this for I

5:59 appreciate the and I believe

6:00 have passed conversations. Now

6:01 it's like going back to try

6:02 remember all the things we've

6:03 already talked about. But if

6:05 you could tell me more because

6:08 I thought that this was being

6:10 address about. Riding on

6:12 sidewalks. And if tell me more

6:14 about the where people park,

6:15 how that's changing or how we

6:16 expect that number that would

6:19 be held In terms of the

6:21 sidewalk riding as part of the

6:22 legislation that was passed.

6:23 The fleet is required to have

6:25 sidewalk riding detection.

6:26 Part of what set you apart was

6:32 that they The gps technology

6:33 detection, which is common

6:35 across all Alex correctly

6:38 here. But they also do what's

6:40 a radar detection. So they've

6:41 got to technology detections

6:42 to help make that sidewalk

6:44 riding technology that much

6:46 more accurate. So the first is

6:48 that typical spatial awareness

6:49 using the mapping. The second

6:52 is actually detecting changes

6:55 speed so it can detect if

6:56 you're going, you know, 10

6:56 miles per hour on a scooter

7:00 and you're coming up to a stop

7:01 object or a pedestrian. He's

7:05 walking slowly. It recognizes

7:06 that difference in speed and

7:07 start communicating to the

7:07 right or to avoid those

7:10 objects or those pedestrians.

7:10 Anything you want sidewalk.

7:16 Art and technology. Mean, got

7:17 most It's a it's a priority

7:19 the way it's going to be

7:20 addressed is through multiple

7:21 engagement with the writer and

7:23 techno. I think something

7:25 that's going to be newest our

7:25 vehicles talk. Some of

7:26 probably heard him speak

7:27 before, but everyone to start

7:30 a trip in Denver's going here.

7:31 Welcome to video is not right

7:32 on sidewalks. That's a very

7:33 first thing they're going hear

7:36 when they started trip after

7:41 that, the geo fencing of

7:43 sidewalks and then adding in

7:45 the extra layers from sensors

7:46 and the sunlight slightly

7:47 different technology. The

7:50 radar with the same gets

7:52 layered into to better

7:54 estimate and actually slow

7:56 immediately report. And then

7:58 when someone is writing after

7:59 that, right, if that has been

8:01 reported by the sensors and

8:03 the technology they see

8:05 immediately, those instances

8:06 also reported to the city in

8:09 terms of where that's

8:11 happening so that we all as a

8:11 group better understand where

8:12 those kinds are happening

8:15 defenders can be. Moved out of

8:18 the working. Parking is going

8:21 to be a similar type saying

8:22 where with the legislation

8:23 last year with mandatory

8:25 parking zones downtown. There

8:29 will be. Combination of

8:32 physical carousing as well as

8:33 g offense. Turnarounds for

8:35 people are required to in

8:36 their trips and there the app

8:37 won't allow them to end the

8:38 trip without being in the

8:42 dedicated parking area right

8:45 now that's required the

8:46 Central business district and

8:47 5 points. And I'm gonna but

8:48 right. I think is it called

8:50 lower downtown are. And

8:53 there's a 3rd. Yes, thank you

8:56 so we're building out those

8:56 technologies and testing

9:00 basically how we incentivize

9:01 and encourage that parking

9:02 behaviors and educating people

9:03 in real time on where the

9:05 parking where to park. But

9:07 then we're anticipating that

9:09 will spread those lessons

9:10 learned and those

9:10 opportunities citywide. We

9:16 just know that with. The

9:18 density of ridership downtown

9:19 is very different than in some

9:21 of the further out area. So we

9:22 don't necessarily want to have

9:22 a one-size-fits-all approach

9:26 where people are feeling like

9:28 they're stranded in some of

9:29 our neighborhoods and

9:30 southwest Denver or in the far

9:33 southeast or other areas. Are

9:34 there other things that we

9:38 want to highlight their with

9:41 parking technology, more

9:41 input? I think it's important

9:44 note that contract and the

9:45 scope. That's minimum of 150

9:46 new parking corrals. So

9:47 something physical that marked

9:48 and helps people understand

9:51 where to park will be

9:53 installed by and that's not

9:54 going to just be in downtown.

9:56 I think we're working very

9:57 closely with Dunne unload on

9:59 and all of the downtown folks

10:01 on where additional capacity

10:02 is needed. But I was just out

10:04 in Jefferson Park, United

10:05 neighbors last night and they

10:05 have opinions about where

10:06 they'd like to see them in

10:09 their district as well. And I

10:10 think that's where we're going

10:12 to take that kind approach to

10:12 to move those across the city

10:14 as well to wear high density

10:18 of trips, ending. There is an

10:18 otherwise are underserved with

10:22 that kind of infrastructure.

10:24 So that's certainly the The

10:26 the app that you use when you

10:29 and a trip analyze that and of

10:30 ride photo in real time. And

10:31 it looks for a corral if it's

10:32 a mandatory parking area and

10:33 you can end your trip. Doesn't

10:36 mandatory parking area and

10:36 see that crowd. It's not a

10:37 just make sure it's not seeing

10:39 a blocking a sidewalk. So I

10:40 will make sure that it's not

10:43 blocking the sidewalk. That's

10:43 really important. And

10:44 specifically the Baker

10:46 neighborhood, which I was

10:48 Atlantis community, which has

10:48 mentioning earlier, has

10:51 a lot of people with

10:52 disabilities and Herschel

10:53 Tower, which also doesn't. So

10:54 that's been a continuous issue

10:56 there with parking on the

10:58 sidewalks and with the current

11:00 provider. They've also dropped

11:02 off the actual scooters on the

11:03 sidewalk so well that not be

11:08 happening? Yes, of course. I

11:09 the all of our in-house staff

11:10 who trained to deploy

11:12 rebalance battery All of that.

11:13 They have to take a picture in

11:17 our technician app when they

11:18 had the trip when that do

11:18 unemployment with rebounds

11:22 vehicle, put it out and it to

11:22 be appropriate and they can

11:26 just put it wherever they

11:29 want. And so they every every

11:30 hub they're expected to

11:32 rebounds to has a photo of

11:33 what the property plant it

11:34 looks like and they have to

11:36 match that. I take a picture

11:36 proving they've done so so

11:37 they won't be deployed in a

11:38 way that's obstructing a

11:40 sidewalk. I do think in areas

11:42 where there's like I said, and

11:43 is some limited

11:45 infrastructure. But there are

11:48 lots of trips being generated.

11:48 That's where we you know, we

11:50 hone in on on that and the

11:51 right experience be also look

11:52 for available areas to make

11:54 arouse and just forced to part

11:54 mandatory make the parking

11:58 manager in condition. Thank

11:58 you. Thank you. Committee

12:05 chair. Thank you. The I'm not

12:07 sure we ever received reports

12:08 from from our current vendors

12:09 on You're going to have a

12:13 fleet of up to 9,000. Recalls

12:14 some. We'd love for them to

12:20 call all. The way we want them

12:21 Eventually there will be one

12:27 or 2 or more. The Vo you will

12:29 the willing to remove riders

12:31 from from Denver who are

12:31 repeat offenders. Is a fair

12:40 statement? Other just just

12:43 verify because as ms reporter

12:47 said the legislation actually

12:49 calls 6 months after the

12:50 contract. It's a fact for

12:51 there to be mandatory crows in

12:52 the statistical neighborhood

12:56 lower downtown. It's his man

12:57 mandatory Krause 6 months

12:59 after that in Central Business

13:01 district discovered downtown.

13:03 Are you prepared for that? Are

13:06 you ready to to have mandatory

13:07 carousing? No statistical

13:12 neighborhoods in that time

13:13 front? I mean, obviously what

13:13 in join effort locate crown

13:16 locations, permit them

13:18 implement We came into this

13:19 having read the legislation

13:21 and understood the

13:23 requirements and have baked

13:24 that into our financial plan

13:27 for operating this market and

13:27 into the process for our

13:29 partner, local partnerships,

13:32 team and to be helping work

13:33 with Donny to drive engagement

13:33 for Zach, not just which

13:34 intersection which corner

13:35 right. Everything has to be

13:37 appropriate. But we do have

13:39 plan to have those expanded on

13:41 the timeline. We have so many

13:42 more than 30 million trips, a

13:46 quarter either start and or

13:49 gained in our center city. I
