1:57 SEPTEMBER. 29th. Counts 26

2:03 blesses 26 10. 69 I-96. Yes,

2:04 that's what that's 10,

2:09 something you It's a prominent

2:12 notes wrong in document notes

2:13 10 96 just in the know that's

2:15 a proper motion. Is there a

2:18 second has been moved seconded

2:21 what certain to the motion am

2:22 postponed to a date certain

2:30 SEPTEMBER 29th. I want to

2:31 delay just a few seconds.

2:35 Morgan case Councilmember Luis

2:41 wants to I gonna move chair

2:41 also go right. Would be

2:43 possible to do the other item.

2:48 First give her an opportunity.

2:51 Sure we yes So if you're

2:53 willing to present your motion

2:54 second, then been yeah, that's

2:57 a good idea. Okay. I withdraw

3:01 motion for a light Are you

3:08 vulnerable to Good, great. So

3:09 I'm gonna I just don't have

3:10 ask for permission, right? I

3:12 can just move to the other

3:15 items. Okay. So let's move

3:20 into. 26 11. 69, which also my

3:21 cause some challenges because

3:21 General services might have

3:24 thought for you hearing.

3:25 Complete looking great. So we

3:30 have you come come the next

3:33 action item over the first

3:38 action item. I guess it 26 11

3:39 69 item. It's a contract with

3:42 for to had 1.5 million a new

3:43 total 23 Million. And by

3:47 adding one year for new end

3:49 date AUGUST 31st. 2027 to

3:50 update exhibit one pricing

3:53 items for citywide towing

3:58 services citywide its project.

4:00 Welcome General Services if

4:06 introduce yourselves and take

4:06 Good morning, Kim. Only on the

4:10 director. This services and

4:10 General services call so drunk

4:14 on the contract manager for

4:15 Service, Thank Thank you.

4:15 Thank you for taking the time

4:19 to meet with us today. We are

4:21 here to present the Final

4:22 Amendment to the agreement

4:24 with Frank and Pink, former

4:29 City wide towing services. So

4:33 just a quick overview, one

4:34 will be covering Overview of

4:35 actual towing service

4:36 agreement. Any background

4:38 information on the current

4:40 contract, some towing data

4:42 that we wanted to include from

4:43 our last time here last year

4:45 to do the First Amendment,

4:46 providing some data from the

4:49 Department of Safety as well

4:49 as the Department of

4:51 Transportation and

4:56 Infrastructure and also

4:58 including some revisions to

5:00 exhibit specifically that the

5:00 exception that bit items,

5:03 which is the pricing in this

5:04 case and then provide you with

5:04 a quick summary of the

5:05 resolution requests that we're

5:11 presenting today for approval.

5:11 So to go over a little bit of

5:14 the current agreement you will

5:16 see that and we started this

5:21 SEPTEMBER first 2022. And the

5:21 current term expires AUGUST

5:26 31st of 2025. Currently that

5:33 contract amount was 11.5

5:36 million dollars. Last in 2025,

5:37 we came before this body to

5:40 request approval to amend the

5:43 agreement. First part of the

5:44 amendment was to extend the

5:46 contract term through AUGUST

5:48 31st. 2026 as well as

5:49 increased the total contract

5:55 value to 21 point. 21 million

5:56 dollars today. We're here for

5:57 our second and Final Amendment

5:58 of the agreement and that

6:00 would be to extend the

6:02 contract term through AUGUST

6:06 31st 2027 increase. The total

6:09 contract value to 23 million

6:11 dollars. And then update the

6:13 pricing items a few of those

6:16 categories from the original

6:16 pricing data that was

6:21 submitted. So again, just to

6:22 refresh everyone about the

6:23 contract and what it's

6:28 actually what it's providing,

6:30 it does provide impound

6:34 There's also special eventos

6:36 specifically with road esd and

6:38 dpd also looking they can

6:40 provide tools for Mountain

6:41 Park locations as well as

6:43 right away Inforcement

6:46 services, additional services

6:48 which you will see in the data

6:52 here. They can also provide

6:55 jump starts for vehicles,

6:55 specifically city-owned

6:56 vehicles. They will clean up

6:59 debris when accidents occur.

7:02 And also transport Juncker

7:08 vehicles to So again, just to

7:11 give you a quick overview the

7:12 year least telling spending by

7:16 since inception of this

7:19 agreement. We We are currently

7:22 at 16.6, 7, 9 million dollars

7:26 of spend you will see in 2026

7:29 year to there is a different a

7:31 little watching quite a bit

7:34 from department of Safety in

7:35 2025. They actually uncovered

7:36 3.1 million. You'll see

7:38 they've only actually

7:40 encumbered 1.9 million. And

7:43 that is really around some

7:46 reductions as well as we only

7:48 asked agencies to uncover fund

7:50 up to the and date of the

7:52 agreement. So we go back on

7:55 SEPTEMBER one and with this

7:56 amendment being approve an ad

7:58 adding additional money,

7:58 incumbents MAY increase as

8:08 well. So a quick overview, 4

8:09 toes by the service provider.

8:12 Again, just to kind of refresh

8:14 everyone's This contract is

8:16 primarily with her come, which

8:17 is arch extreme towing and

8:20 recovery. However, they also

8:20 have forced I'm provide

8:22 service to the city under that

8:26 agreement. You'll see from

8:27 MAY. 25 through JUNE 2026. The

8:32 city has a total of 26,361

8:35 toes. And of those toes. The

8:36 lion's share of those are

8:39 actually going to extreme toll

8:43 towing and then pretty evenly

8:45 between Rajon cast iron for

8:47 the majority majority of

8:49 those. And then a sunny pt

8:50 towing also come pretty much

8:54 as well. So again, we can see

8:55 that idea putting some

8:57 contractors under this

8:58 agreement does provide and

9:01 allow for toes to be moved at

9:03 a higher rate speed rather

9:05 than just depending on one

9:11 vendor. So we want to provide

9:13 you all with some information

9:17 on the top 10 tow reason seat

9:18 reasons by all agencies over

9:20 this last year. And number one

9:25 is just a tow. Those can be

9:27 number of different variety of

9:28 Not a short term. Maybe it's

9:30 just from what this point a to

9:33 point b could be to the tow

9:37 yard or for some other MAY be

9:39 a city vehicle being

9:41 transported to Roslyn for

9:45 repair. We also have a number

9:46 to use the abandoned vehicles.

9:49 We have recovered in. Is a top

9:51 10. We do have accidents

9:56 coming in. Number 4, will see

9:56 that short toes, which are

9:58 primarily completed for

10:00 department of Transportation,

10:04 infrastructure. They have

10:06 street projects. They also

10:08 have a job. The bus lane told

10:09 that they need and just the

10:15 general as well. We do have in

10:16 pounds and arrests as well

10:17 some hit and also through the

10:23 data that we collect it. So to

10:25 break again, just a little bit

10:27 more on agency specific again,

10:29 Department of Safety, their

10:33 primary reason just a followed

10:36 by the abandoned vehicle and

10:39 recovered still again, you see

10:40 the accident and there and

10:41 again, we're seeing some the

10:43 hit and as well as some short

10:45 term is that they experience

10:46 as well. But what also

10:50 including expired plates and

10:51 towns that were vehicles that

10:53 were either used in a crime

10:59 for used as evidence. So

11:02 looking at the top 10 reasons

11:03 were Dottie again, not

11:05 surprisingly majority of those

11:06 are short toes. We really want

11:07 to break down the data to

11:08 understand what the reasons

11:12 are. Their street project Bank

11:14 Meter trap and obstruction

11:15 were blocking a driveway. This

11:16 helps Dottie as well as the

11:21 city really seem anywhere. Can

11:23 be some additional insight of

11:25 what we're looking for when

11:26 those 2 2 companies are

11:28 actually being called out,

11:31 you'll see a number item.

11:34 Number 4 is the stadium

11:35 impound. And again, makes very

11:38 much sense because if this

11:39 data is until JUNE that

11:42 starting the Bronco season, so

11:43 those him pounds from the

11:44 stadium are generally from

11:46 those tow during that whole

11:52 time. And one item just to

11:54 kind of call out is a no-go,

11:58 know goes are really looking

11:59 they were called out and there

12:01 was not a reason vehicle

12:03 needed to be told maybe

12:04 dinner. He left the scene or

12:05 they got their vehicle started

12:08 web or maybe they did not

12:13 require does be continued. So

12:16 want to quickly provide an

12:18 overview of the revisions of

12:22 the been items you will see

12:24 there are sections of pricing

12:28 that will be increased item

12:32 one, which was heavy toes. We

12:34 have 2 categories under 11,000

12:37 pounds and then a low over

12:39 1011 1000 pounds currently

12:40 under the current agreement

12:43 that expires end of the month.

12:46 Those rates are currently at

12:48 $190 per tell for under 11,000

12:51 and then the price increase to

12:55 $225 for anything over 11,000.

12:57 In negotiation with the vendor

13:03 and do economies such as gas

13:04 insurance, things of that

13:05 would leave. The city had

13:10 agreed to increase the rate 2,

13:12 $209 for anything under 11,000

13:15 pounds and over 11,000 pounds

13:20 would be $248. And then item

13:23 number 3, again, specifically

13:27 for heavy We look to item

13:28 anything under 11,000. There

13:29 will not be a change to that

13:34 propose rain and $60. But over

13:36 11,000 pounds of the current

13:39 rate is $225. And through

13:41 negotiations, we agreed upon

13:47 make everyone's awareness that

13:47 $248. I do just want to also

13:50 again, this is the final year

13:51 of the agreement. So years one

13:54 through 4, there were no price

13:54 increases from procurement

14:01 when it went out in 2021. So

14:05 again, just in summary, we are

14:06 here today to receive approval

14:07 from this body to move forward

14:11 with the amendment in the

14:14 amendment. We are requesting

14:17 and advocating to increase the

14:18 pricing items Exhibit e

14:21 increase the contract capacity

14:22 from 21.5 million to

14:24 23 million dollars and extend

14:25 the contract term through

14:30 AUGUST 31st. 2027. Timeline of

14:38 events. So questions. And for

14:38 the short presentation. We

14:42 have a couple people like you

14:42 strings. Councilmember

14:45 Huntsman, thank you. Committee

14:46 chair, thanks for

14:47 presentation. Looks like the

14:51 vast majority are pretty

14:52 straightforward. Insurrection

14:53 got to clear streets and so

14:54 that were my thoughts are

14:58 going. Senator lived in what

15:01 I'm wondering specifically

15:05 goes to tow company, go out on

15:07 a company or in the case like

15:08 are the company via

15:13 enforcement? You to think so.

15:17 The question COUNCILMAN, so

15:19 and company does not arrive

15:19 before. There is outrage

15:23 conducted. And with the

15:25 individuals that are

15:26 potentially living in that

15:27 unit. If that's been

15:31 determined that it Juncker

15:33 vehicle that does need to be

15:36 removed from the street

15:39 because it's Then those are

15:40 posted in accordance with the

15:44 with the ordinance. But there

15:45 is connection and the leaders,

15:47 the street engagement team.

15:49 Unfortunately, we don't have

15:51 anybody to answer that

15:53 specific question for But the

15:54 street engagement team does

15:58 connect and dpd is well versed

16:00 in that process and how that

16:03 works. And I'm so during

16:03 postgame situation that

16:07 contact is is made before

16:07 company ever arrives to clear

16:11 from the street. They're not

16:13 they're not directly having

16:13 that interaction with the

16:16 individuals that are they're

16:18 looking in that So are Are you

16:21 saying that? Thank Law

16:22 enforcement does not go out

16:23 with them or you're not sure

16:28 because I can ship safety.

16:30 Terrified. My whole thought

16:32 you know, can be a complicated

16:33 situation. So wondering if

16:35 these guys are just going

16:38 down, no matter what they'd

16:40 seen, law enforcement done

16:43 what they do and now they're

16:44 pulling the vehicle, Perry

16:44 theirs they have and the

16:45 authority to go. And maybe get

16:49 back to safety. So checking.

16:54 We from jumper perspective

16:56 because the rv disposal

16:59 program we've been listening

17:03 my team and so we always have

17:04 dpd on-site whenever we are

17:07 clearing unit from from the

17:09 right away. So it isn't

17:10 something that we would have a

17:11 tow company go out there

17:15 without an individual our

17:18 staff person, as well as Steve

17:19 Gonzales, who is the program

17:20 manager. Occasionally will be

17:24 on site as well. But typically

17:27 that is dpd that is there they

17:30 moving in. They're 2 different

17:30 ways that we move either.

17:34 We've run the vehicle impound

17:36 facility to sort await the

17:40 final designation of disposal

17:41 or it is something that can

17:42 not be towed and is just

17:43 impossible to safely remove

17:46 that from the right away. That

17:48 will dispose of it on in the

17:51 right away. Always try to get

17:52 it back to the vehicle and

17:53 facility is more

17:58 cost-effective for us and but

17:59 right away, demolition

18:01 occasionally does occur. Do

18:02 you have any idea? Are the

18:05 numbers of those situations

18:09 steady going up going United

18:13 this year as far as just are

18:16 parties coming into the

18:16 vehicle. Impound facility is
